From the moment of the arrest to the moment the bond is posted, here is the sequence — and where the delays usually come from.
An officer takes the person into custody somewhere in Alameda County and transports them to the booking facility that serves that agency. Nothing about bail can start until that transport is finished.
Identity, fingerprints, photograph, property inventory and a records check. This is the step that usually takes the longest, and it is why a name can be missing from the online roster for hours after an arrest actually happened.
Most arrests are bailable straight off the county bail schedule. If the charge is not on the schedule, or the schedule amount is challenged, the amount is set by a judge at the first appearance.

The judge issues a bench warrant and the court begins forfeiture of the bond under Penal Code §1305. Skipping court can also be charged separately under Penal Code §1320 or §1320.5.
The cosigner guaranteed the full face amount of the bond, not the premium. If the bond is forfeited and not reinstated, that full amount — plus recovery costs — becomes their responsibility.
