Rancho Santa Margarita Police Services — OCSD Contract Policing

Rancho Santa Margarita Police Services is the Sheriff's Department's dedicated command for the city, with Captain Dwayne Chapple serving as Chief of Police Services. The city became Orange County's 33rd city on January 1, 2000, and contracts every part of its law enforcement — patrol, traffic, investigations, and crime prevention — to the Sheriff.

The city sits against the foothills of the Santa Ana Mountains, covers roughly 15 square miles with about 49,700 residents, and keeps more than half its land as open space and recreation, including a 13-acre community lake and nine parks. It is also, as established elsewhere in this directory, the city with the lowest property crime rate in Orange County.

A practical detail worth knowing: a direct phone line to Sheriff's Dispatch is mounted outside the City Hall lobby entrance, so contact is possible even when the office counter is closed.

For bail, the city has no jail of its own. Anyone booked is transported to the Intake Release Center at 550 N. Flower Street in Santa Ana and classified from there, and the bond is filed at the facility physically holding them.

What We Have Not Confirmed

  • OCSD does not publish a street address for this command. The Sheriff's own city page lists (949) 635-1817 as the Police Services line; a (949) 635-1819 front-desk number also circulates, so call the published number first.

What Families Say

They told me my brother had already been moved out of Santa Ana before I wasted a trip. The bond was filed at the right jail the first time.

Priscilla M. · Orange County, CA

Called at 2 in the morning and someone picked up who actually knew the booking process. No pressure, straight numbers, everything signed from my phone.

Andre L. · Orange County, CA

What I appreciated most was them writing down the next court date and explaining what happens if it's missed. Nobody else did that.

Booking & Transfer Process

An arrest in Rancho Santa Margarita does not end at the station. The sequence below is what actually decides when someone can be released — and where the bond has to be filed.

1

Arrest & Field Processing

Deputies complete their own reports and field paperwork before anyone moves. This step alone commonly adds one to several hours, and nothing appears in a county record during it.

2

Station Holding, Not Jail

A Sheriff's patrol station is a working police facility, not a custody facility. Any holding there is short-term — long enough to finish paperwork and arrange transport, not to serve time or take visitors.

3

Transport To The IRC

Transport runs downtown to the Intake Release Center at 550 N. Flower Street in Santa Ana. Transport is batched, not immediate, so the wait depends on the shift and how many people are moving at once.

4

Booking & Classification

At the IRC: identification, fingerprints, warrant check, medical and mental-health screening, then classification to Central Men's or Central Women's Jail, Theo Lacy, or Musick.

5

Bail Amount Is Already Set

The Orange County bail schedule fixes an amount at booking under Penal Code §1269b. That figure exists before anyone sees a judge, which is why a bond can be prepared while transport is still in progress.

6

Posting & Release

The bond is filed at the facility actually holding the person — not the station where the arrest happened. Filing at the wrong building is the single most common reason a release stalls.

Orange County Inmate Locator

How To Post Bail Before County Transfer

Bail is posted where the person is held — the downtown Santa Ana complex or, after classification, Theo Lacy or Musick. Nothing is posted at the Rancho Santa Margarita station itself.

Bail Is Set At Booking

Under Penal Code §1269b, the county bail schedule fixes an amount at booking, before anyone sees a judge. That is the figure the bond is written against.

Penal Code §1269b

The Court Can Change It

Penal Code §1270.1 requires a hearing before release on certain serious charges, and a judge can raise, lower, or attach conditions at arraignment.

Penal Code §1270.1

The Premium Is Regulated

Insurance Code §1800 governs bail premiums in California — 10% of the bond, with as low as 1% down for qualifying cosigners on a written plan.

Insurance Code §1800

What The County Itself Says

The Sheriff's Department states plainly on its own visiting-information pages that it “does not recommend, suggest, or direct individuals to any Release Surety Agent/Company.” That is accurate and we say it here rather than skate past it: no bail agent in Orange County is endorsed by the county, and the choice of agent belongs to the family. What we do is show up, write the bond correctly, and put the next court date in writing.

Rancho Santa Margarita Police Services Bail FAQs

Is my family member being held at the Rancho Santa Margarita station?

Almost certainly not for long. A patrol station holds people short-term for processing only. Anyone booked is transported to the Intake Release Center at 550 N. Flower Street in Santa Ana, then classified to Central Men's or Central Women's Jail, Theo Lacy, or Musick.

Does Rancho Santa Margarita have its own police department?

No. The city contracts all law enforcement to the Orange County Sheriff's Department, with Captain Dwayne Chapple serving as Chief of Police Services.

What number reaches Rancho Santa Margarita Police Services?

The Sheriff's Department publishes (949) 635-1817 for this command. For anything urgent or after hours, Sheriff's non-emergency dispatch at (714) 647-7000 or (949) 770-6011 answers around the clock.

Which courthouse handles a Rancho Santa Margarita case?

Harbor Justice Center at 4601 Jamboree Road in Newport Beach, which has confirmed criminal jurisdiction over the South County contract cities. In-custody arraignments can happen at Department CJ1 inside the jail complex first.

Can I post bail at the station?

No. The bond is filed at the facility physically holding the person. Filing at the wrong building is the most common reason a release stalls, which is why confirming the location is the first thing we do.

How fast can someone get out?

It depends on transport timing and how busy intake is, not on how fast the bond is written. The county bail schedule sets an amount at booking under Penal Code §1269b, so we prepare paperwork while transport is still in progress.
