The Fresno County Sheriff's Office directly patrols all unincorporated areas of the county and provides full policing under contract to the City of San Joaquin — the county's one true contract-city relationship.
FCSO's Communications Center also provides 911 and non-emergency dispatch services for six additional cities that each run their own independent police department: Sanger, Kerman, Kingsburg, Mendota, Orange Cove, and Fowler. This is a genuinely different relationship than a contract city — FCSO doesn't patrol these six cities directly, but its dispatchers are the ones answering 911 calls and coordinating the response before that city's own officers take over.
